Place the steak on a waxed paper-lined baking sheet. Freeze until just firm.

Meanwhile, for the sushi rice, rinse the rice under cold running water, rubbing the grains together with your fingers.

Combine the rice and water in a small saucepan. Bring to a boil; reduce the heat to low.

Simmer, covered, until tender and sticky. Remove from the heat.

Stir the vinegar, sugar, and salt together in a small bowl. Stir into the rice. Cover and let cool.

Meanwhile, thinly slice the steak across the grain into 24 (1/4-inch-thick) slices. Transfer the steak to a zip-top bag set in a shallow dish.

Whisk the soy sauce, maple syrup, chili paste, and oil in a small bowl. Pour over the steak in the bag; seal the bag.

For the sauce, whisk together the sour cream, lime zest, lime juice, and wasabi paste.

With wet hands, shape the rice into 24 (1-tablespoon) oval portions.

Drain the steak; discard the marinade. Place the steak on a foil-lined baking sheet set on a wire rack.

Using a kitchen torch, char the steak, turning once, until your desired doneness for the whole batch. Place 1 steak slice on each rice portion.
