    Assemble all the ingredients.

    Rinse the whole lettuce leaves and pat them dry carefully to avoid tearing; set them aside.

    Heat oil in a large skillet over medium-high heat. Add beef; cook and stir until browned and crumbly, 5 to 7 minutes. Drain and discard the grease; transfer the beef to a bowl.

    Add onion to the same skillet; cook and stir until just tender, 5 to 7 minutes.

    Stir in hoisin sauce, garlic, soy sauce, vinegar, ginger, and chile pepper sauce until thoroughly combined. Add water chestnuts, green onions, sesame oil, and the cooked beef; cook and stir until the onions just start to wilt, about 2 minutes.

    Arrange the lettuce leaves around the outside edge of a large serving platter; spoon the beef mixture into the center.
