    Preheat the oven to 350 degrees F (175 degrees C). Coat a 9x13-inch baking dish with cooking spray.

    Lay the crescent roll dough in the prepared baking dish, covering the entire inside. Pierce the dough all over with a fork.

    Bake in the preheated oven until slightly set, about 5 minutes.

    While the crust bakes, heat a large skillet over medium-high heat. Add sausage and water; cook and stir until the sausage is browned and crumbly, 5 to 7 minutes. Drain and discard the grease.

    Spray a second large skillet with cooking spray and set over medium heat. Beat eggs, milk, salt, and pepper in a bowl; pour into the hot skillet and cook until the eggs are set, 3 to 5 minutes.

    Remove from the heat and break the eggs into small pieces with a wooden spoon. Spread the eggs evenly over the crescent roll dough, scatter the sausage over the eggs, and top with Cheddar.
