    Boil the raisins in 2 cups water in a medium pot for 15 minutes. Take off the heat. Stir 1 cup cold water and the oil into the raisin-water mixture in the pot.

    In a large bowl, combine the flour, sugar, cinnamon, cloves, nutmeg, baking soda, and salt. Add the raisin mixture to the flour mixture; stir just until combined. Pour the batter into the prepared dish.
