    Preheat the oven to 350 degrees F (175 degrees C).

    Place a steamer insert in a saucepan and add water until it sits just below the steamer. Bring the water to a boil. Add the carrots, cover, and steam until tender, 7 to 8 minutes. Move them to a 9x13-inch baking dish.

    Melt the butter in a saucepan over medium heat and stir in the brown sugar until it dissolves; add the brandy, orange juice, and cornstarch. Stir constantly, bring the sauce to a boil, lower the heat to low, and simmer until thick, about 1 minute. Pour the sauce over the carrots in the baking dish. Season with salt and pepper.
