    Place the broccoli in a steamer over 1 inch of boiling water. Cover and cook until crisp-tender, 2 to 6 minutes, then drain.

    Melt the butter in a medium saucepan over medium heat. Add the flour and stir, cooking until it becomes bubbly. Stir in the onion, then the milk. Bring to a boil and cook for 1 minute. Remove from the heat and season with salt and pepper.

    Add the cheese and the eggs and stir until the cheese melts. Add the broccoli and stir to coat. Transfer the mixture to a 9x13-inch casserole dish.
