    Place a steamer insert in a saucepan and add water to just below the insert. Bring the water to a boil. Add the broccoli, cover, and steam until tender, 2 to 4 minutes; drain well.

    Melt the butter in a saucepan over medium heat. Stir in the flour until blended. Slowly whisk in the milk, stirring constantly to avoid lumps. Cook until thickened, about 10 minutes.

    In a 2-quart baking dish, combine the broccoli, mayonnaise, eggs, and onion; stir in the sauce to mix. Season with salt and black pepper.
