    Gather all the ingredients.

    Thinly slice across the tops of the corn kernels to cut them off the cobs; place the corn in a medium bowl. Slice across the kernels again to release the corn milk and add it to the bowl. Set aside.

    Heat oil in a large skillet over medium-high heat. Add the onion and green pepper and cook until the onion is tender, about 5 to 8 minutes.

    Stir the corn, tomatoes, and milk into the onion mixture. Reduce the heat to medium-low and cook for 20 minutes more, stirring often to prevent sticking. Do not let it boil.

    Season with salt and cayenne pepper. Lower the heat, cover the skillet, and cook for 5 to 10 minutes more.

    Stir in the bacon and green onions. Remove from the heat and serve.
