    Preheat the oven to 425 degrees F (220 degrees C).

    Place the cauliflower and broccoli in a medium saucepan and add enough water to cover. Bring to a boil and cook until tender, about 10 minutes. Drain and move them to a medium baking dish.

    Meanwhile, melt the butter in a separate medium saucepan over low heat; stir in the flour to make a thick paste.

    Slowly whisk in the milk until the mixture thickens, about 5 minutes.

    Whisk in the mustard, cayenne pepper, salt, and pepper. Sprinkle in 2/3 of the cheese and stir until melted.

    Pour the sauce over the broccoli and cauliflower. Bake in the preheated oven until bubbly and lightly browned, about 30 minutes.

    Sprinkle with the remaining cheese during the final 10 minutes of baking.
