Combine chili powder, smoked paprika, cayenne, black pepper, garlic powder, and onion powder in a small bowl; set aside. Use half for the chicken rub and reserve the other half for the sauce.

Season the chicken on both sides with salt. Sprinkle half of the spice mixture over both sides of the chicken. Wrap and refrigerate for 1 hour (or up to overnight), or until ready to cook.

Heat oil in a heavy nonstick pan over medium-high. Sear the chicken, turning once, about 3 to 4 minutes per side; the chicken should be about 75% cooked and will finish in the sauce. Turn off the heat; transfer the chicken to a plate and set aside.

Add the remaining spice mixture to the pan and stir it in the hot oil for 30 seconds. Add the lemon juice, cream, and water. Stir in a pinch of salt.

Bring to a simmer over medium-high heat, stirring occasionally. Lower to medium-low and return the chicken to the pan with any accumulated juices. Simmer gently, turning occasionally to coat with the sauce, until the chicken is no longer pink in the center and the juices run clear, 8 to 10 minutes. Time will vary based on the size of the chicken breasts. An instant-read thermometer inserted near the center should read 165 degrees F (74 degrees C).

Reduce the heat to low and add the green onions and butter. Stir into the sauce while also basting the chicken with the sauce. Check seasoning and serve.
