In a bowl, whisk together the soy sauce, sake, rice vinegar, and brown sugar until the sugar dissolves.

Stir in the sesame seeds and crushed red pepper, then set the mixture aside.

Heat the oils in a large skillet over high heat.

Season the chicken evenly with salt and pepper.

Add the chicken to the skillet in a single layer and cook, without stirring, until browned and it releases easily from the pan, 4 to 6 minutes.

Flip the chicken pieces, cook for 1 more minute, then remove from the pan and set aside.

Reduce the heat to medium and add the ginger and garlic.

Cook, stirring constantly, until fragrant, about 1 minute.

Reserve 2 tablespoon of the green onions for garnish and add the remaining green onions to the skillet.

Add 1 cup of the reserved soy sauce mixture to the skillet and stir with a wooden spoon, scraping up any browned bits from the bottom.

Bring the mixture to a boil and cook until the sauce has reduced by about a third, or until slightly thickened and glossy.

Return the chicken to the skillet and cook, stirring occasionally, until the sauce thickens slightly and the chicken is coated and cooked through.
