    Bring the water to a boil in a small saucepan. Add the tea bag, cover, and take it off the heat. Let it sit for 3 to 5 minutes.

    Remove the tea bag and stir in the sugar and cocoa. Return the pan to the stove over medium heat and bring it just to a boil. Stir in the milk, vanilla, cinnamon, and nutmeg. Heat until warmed through but do not let it boil. Pour into mugs, top with whipped cream, and garnish with cinnamon sticks.
