Preheat the oven to 400 degrees F (200 degrees C). Coat a baking sheet with nonstick cooking spray.

Whisk the flour, sugar, baking powder, and salt in a large bowl. Cut in the butter with a pastry blender or a large fork until the mixture looks like coarse crumbs. Stir in the chocolate chips. Add the orange juice and mix to make a dough.

Turn the dough out onto a floured surface. Pat or roll it into a 9-inch circle about 1/2 inch thick. Using a 2 1/2-inch fluted biscuit cutter, cut out 12 scones, pressing the dough scraps together for the last few if needed. Place the scones on the baking sheet.

Bake in the preheated oven until golden brown, about 12 minutes. Transfer to wire racks to cool.
