    Warm 2 tablespoons water in a large skillet over medium heat. Cook and stir the onion and the garlic in the water until the onion is soft and translucent, about 10 minutes; add more water as needed to keep it from scorching. Stir the vegetarian bouillon into the onion mixture until blended.

    Stir the tomatoes, 1 1/4 cups water, and the collard greens into the onion mixture. Season with salt and pepper; cover and simmer until the vegetables are tender, about 20 minutes.

    Stir in the beans and the sugar and continue simmering until the liquid evaporates, about 10 minutes more. Adjust the seasoning as needed.
