    Prepare the cupcakes: In a large bowl, mix the flour, sugar, cocoa, baking soda, and salt. Make a well in the center, then pour in the eggs, milk, water, oil, and vanilla. Mix until well combined.

    Fill each muffin cup halfway with the batter.

    Bake in the preheated oven until a toothpick inserted into the center comes out clean, 15 to 20 minutes. Allow to cool.

    Make the filling: In a large bowl, beat the butter and shortening together until smooth. Blend in the confectioners' sugar and salt. Gradually beat in the milk and vanilla. Beat until light and fluffy. Transfer the filling to a pastry bag fitted with a small tip.
