Heat the oil in a skillet over medium heat. In a bowl, combine the flour, salt and pepper, and paprika. Coat the steaks in the flour mixture, then place them in the skillet. Brown the steaks on both sides, and remove from the heat.

In a slow cooker, arrange alternating layers of steak, green bell pepper, red bell pepper, onion, and tomatoes.
