    Stir together the flour, salt, and baking powder in a bowl.

    In a separate bowl, whisk 3/4 cup plus 2 tablespoons milk, the egg, and 1 tablespoon melted butter. Mix this into the flour mixture until the batter is completely combined.

    Melt 1 tablespoon butter in a large skillet over medium-low heat. Working with several blini at a time, drop the batter onto the hot skillet one tablespoon at a time.

    Cook until bubbles appear, 1 1/2 to 2 minutes. Flip and cook until browned, about 1 minute more. Transfer to a plate lined with paper towels to absorb excess butter.
