    Assemble all ingredients.

    Place the ground beef, onion, and bell pepper in a large saucepan over medium-high heat. Cook, stirring, until the beef is browned, about 5 minutes. Drain off the excess fat.

    Add the chili powder, garlic, cumin, and bay leaf to season.

    Stir in the tomatoes, tomato sauce, and jalapeños. Bring to a boil, then reduce the heat to low. Cover and simmer, stirring occasionally, for 1 1/2 hours. Stir in the beans and let them heat through.
