    Put the potatoes, carrots, and onion in a 5-quart slow cooker. Mix the water, sugar, vinegar, garlic, black pepper, bay leaf, and the contents of the spice packet in a small bowl; pour this over the vegetables. Place the beef brisket and cabbage on top.
