Turn on a multi-functional pressure cooker (such as an Instant Pot) and choose the Sauté setting. Heat the olive oil, then add the onion, garlic, ginger, and cumin. Cook until tender, about 2 minutes.

Add the water, moong dal lentils, coriander, salt, garam masala, cayenne pepper, and turmeric to the pot. Close and lock the lid. Set to high pressure following the manufacturer's instructions and set the timer for 15 minutes. Allow 10 to 15 minutes for the pressure to build.
