Put the flax seeds in a mixing bowl. Add the salt, garlic powder, onion powder, and cayenne. Pour in the water and stir. Cover with plastic wrap and refrigerate overnight.

Preheat the oven to 200 degrees F (95 degrees C). Line a rimmed baking sheet with a silicone mat or parchment.

Move the soaked flax seeds to the prepared baking sheet. Use a spatula to spread them into a thin, flat rectangle about 1/8 inch thick. Score the rectangle into about 32 small rectangles.

Bake in the preheated oven until the flax seeds have darkened and contracted slightly, about 3 hours. Let cool in the oven with the door ajar. Break into individual crackers.
