    Sort and rinse the dried beans, then put them in a large lidded saucepan of water. Bring to a boil over high heat, cover, turn off the heat, and let the beans stand for 1 hour. Drain and rinse the beans in a colander, return them to the saucepan, cover with water, and simmer for 2 hours, until the beans are tender.

    Meanwhile, add the sausage, beef, onion, and green pepper to a skillet over medium heat, and cook, stirring, for about 10 minutes, until the sausage and beef are evenly browned.

    Stir the meat mixture into the beans, then add the tomatoes with chiles, ketchup, and chili powder. Bring to a boil, reduce the heat, and simmer for about 20 minutes to thicken.
