    Sprinkle yeast over the water in a bowl; let it sit until dissolved, 5 to 10 minutes.

    Stir flour, sugar, and salt together in a large bowl. Add the yeast mixture and oil; beat with a sturdy spoon until the dough starts to pull away from the sides of the bowl. Cover the bowl; set aside in a warm place until doubled in volume, about 35 minutes.

    Turn the dough out onto a floured surface; knead briefly. Roll the dough to 1/4- to 1/2-inch thickness or to the size of a baking sheet.

    Grease a baking sheet; place the dough on the prepared baking sheet. Spread butter evenly over the top; sprinkle with garlic powder, then Parmesan cheese, followed by mozzarella cheese. Let rest while the oven preheats.
