    Combine water and quinoa in a saucepan and bring to a boil. Lower the heat to medium-low, cover, and simmer until the quinoa is tender and the water is absorbed.

    Set a steamer insert in a saucepan and add water until it sits just below the steamer. Bring the water to a boil. Add the carrots, corn, peas, and broccoli to the steamer, cover, and steam until tender.

    Combine the quinoa and the vegetable mixture in a bowl.

    Whisk the olive oil, lemon juice, chili powder, and cayenne pepper in a bowl, then pour over the quinoa mixture and toss to coat.
