    Whisk Worcestershire sauce, soy sauce, smoked paprika, honey, black pepper, red pepper flakes, garlic powder, and onion powder together in a large bowl. Add the beef and toss until it is fully coated in the marinade. Cover the bowl with plastic wrap and marinate in the refrigerator for 3 hours to overnight.

    Preheat the oven to 175 degrees F (80 degrees C). Line a baking sheet with aluminum foil and set a wire rack on top.

    Move the beef to paper towels to dry, then discard the marinade.

    Lay the beef slices in a single layer on the prepared wire rack set over the baking sheet.

    Bake in the preheated oven until the slices are dry and leathery, 3 to 4 hours.

    Use scissors to cut the jerky into bite-sized pieces.
