Mix the mustard and honey in a small bowl and set aside. At the same time, bring a large pot of salted water to a boil. Cook the pasta until slightly firm, about 9 minutes, or as directed on the package. Reserve 1/2 cup of the pasta water, drain the pasta, and set it aside.

While the pasta cooks, heat a large deep skillet over medium heat. Add the bacon and cook until crisp, about 5 minutes. Transfer the bacon to a paper towel-lined plate and leave the drippings in the skillet.

Add the chicken to the hot skillet; cook until browned on all sides (it will not be fully cooked yet). Remove the chicken from the skillet and keep it warm. Add the light green parts of the onions to the skillet and cook until tender, 1 to 2 minutes. Stir in the honey mustard and the heavy cream.

Return the chicken to the skillet and add salt and pepper. Bring to a simmer and cook, stirring occasionally, until slightly thickened and the chicken is no longer pink in the center. Add the pasta and the reserved pasta water to the skillet and cook until heated through. Crumble the reserved bacon over the top and sprinkle with green onions to serve.
