    Season the beef with salt, black pepper, dried oregano, garlic powder, onion powder, red pepper, and paprika.

    Set the Instant Pot to the High Sauté setting; add oil. Add the seasoned beef and sear on both sides for 3 to 5 minutes.

    Remove the beef, then add the onion, garlic, and Fresno chili. Deglaze the pot with 2 cups beef stock, then add sport pepper juice, bay leaf, and thyme. Return the meat to the Instant Pot.

    Secure the lid on the pot and cook on High Pressure for 4 minutes, then switch to the Keep Warm setting and let it sit for 40 minutes.

    Remove the meat and slice it thin. Strain the braising liquid, then return the braising liquid and sliced meat to the pot. Add the remaining 1 cup broth to the pot.

    If desired, dip the cut side of split hoagie rolls into the braising liquid. Add the meat to the hoagie rolls, top with chopped giardiniera, and serve immediately.
