    Warm the oil in a medium saucepan over medium heat. Add the bulgur and cook, stirring now and then, until lightly toasted, about 4 minutes. Stir in the broth, garlic, salt, and pepper. Increase heat to high and bring to a boil. Lower the heat to low. Simmer, covered, until the grain is tender.

    Take off the heat and let stand for 10 minutes; drain any extra liquid. Stir in the dill, lemon zest, and lemon juice. Spoon tzatziki over the servings.
