    In a bowl, whisk together the flour, Parmesan, chives, baking powder, salt, baking soda, and pepper.

    Stir in the sour cream until the mixture looks like coarse grains. Add the milk and fold just until it comes together. Using a 1/4-cup cookie scoop or ice cream scoop, portion the batter onto the prepared baking sheet, spacing them 1 inch apart.
