    Make the crust: In a large mixer bowl, combine flour, brown sugar, and softened butter. Beat on medium speed until the mixture looks like fine crumbs, 2 to 3 minutes. Transfer the mixture to an ungreased 13x9-inch baking pan and pat it evenly over the bottom to form a crust.

    Make the turtle layer: In a small saucepan over medium heat, combine butter and brown sugar. Cook and stir until bubbles cover the entire surface. Continue cooking, stirring constantly, for 30 to 60 seconds more. Remove from the heat.

    Sprinkle pecans evenly over the crust, then pour the hot brown sugar mixture over the top.
