    Preheat the oven to 425 degrees F (220 degrees C).

    In a small bowl, mix together the butter, thyme, rosemary, parsley, garlic powder, cayenne pepper, salt, and black pepper. Set the herb butter aside.

    Arrange the potatoes, onions, and garlic on a rimmed baking sheet or in a roasting pan. Drizzle with olive oil; season with salt and pepper.

    Pat the turkey thighs dry with a paper towel; season with salt and pepper. Place the turkey thighs on top of the vegetables. Rub the herb butter under the turkey skin and over the meat. Finish with lemon zest and juice on top.

    Roast in the preheated oven for 30 minutes. Baste the turkey with the pan juices and continue roasting, basting every 15 minutes, until the thighs are no longer pink in the centers, about 30 minutes more. An instant-read thermometer inserted near the bone should register at least 165 degrees F (74 degrees C).
