Cheese-Free Scalloped Potatoes

    Preheat the oven to 425 degrees F (220 degrees C) and grease a 9x13-inch baking dish.

    Arrange 1/3 of the potatoes in the bottom of the prepared dish; season with salt and pepper. Sprinkle 3 tablespoons flour over them, then dot with 1/3 of the butter. Repeat the layers two more times, then pour in enough milk to fill the dish 3/4 full.

    Bake in the preheated oven, checking every 15 minutes, until the milk boils, 45 to 60 minutes. Lower the temperature to 375 degrees F (190 degrees C) and continue baking until the potatoes are tender, 45 to 60 more minutes.
