    Gather the ingredients.

    Season the ribs with salt and pepper, then coat them in flour.

    Heat oil in a large pot over medium-high heat. Sear the ribs in the hot oil in small batches, adding more oil as needed, 2 to 3 minutes per batch. Transfer them to a plate.

    Add the onions to the pot and cook, stirring, for 2 minutes. Add the celery and carrots; cook, stirring, for 1 minute.

    Season with salt and pepper, then stir in the garlic, thyme, and bay leaves. Cook until fragrant, about 1 minute.

    Pour in the wine and bring it to a boil while scraping the browned bits from the bottom of the pot with a wooden spoon. Add the stock and return to a boil.
