    In a medium bowl, combine the stuffing mix, water, and butter; stir well and let sit for 5 minutes. Spoon the stuffing onto the steak, leaving a 1-inch border; sprinkle the green onions and red bell pepper on top.

    Starting from the long edge, roll up the steak and secure it with wooden toothpicks. Set the steak seam-side down in a 9x13-inch baking dish.

    In a small bowl, combine the gravy, wine, garlic, and cheese; mix well and pour over the steak.
