In a pot, bring water to a boil with cardamom, cinnamon, cloves, and orange zest; stir in sugar until it dissolves. Remove from the heat and let it steep for 8 hours to overnight.

Put raisins and almonds in a large saucepan. Strain the sugar water into the raisins, then add the Muscatel, port, and brandy. Set over medium-high heat and warm until hot but not simmering.
