Creamy Tomato Bisque is velvety and gently tangy, with San Marzano tomatoes providing deep sweetness balanced by paprika and a whisper of cayenne.     Assemble all the ingredients.

    Warm olive oil in a large pot over medium heat; cook and stir the onion and celery with a pinch of salt until the onion turns translucent, 5 to 8 minutes. Stir in the garlic and cook until fragrant, about 1 minute.

    Pour the chicken broth and tomatoes into the onion mixture. Bring to a simmer and season with paprika, black pepper, and cayenne pepper.

    Reduce heat to low and stir the rice into the soup; skim off foam occasionally and simmer until the rice and vegetables are very tender, 35 to 45 minutes. Add sugar.

    Blend the soup in the pot with an immersion blender until smooth.

    Whisk 1/2 cup cream into the soup and season with salt, black pepper, cayenne pepper, and sugar if needed. If the soup is too thick, add more broth; if it is too thin, cook, stirring often, until reduced and slightly thickened, about 10 minutes.

    Ladle into warmed bowls; garnish each with a drizzle of cream and top each with about 1 teaspoon chopped basil.
