    In a medium bowl, mix the tomatoes, bell pepper, onion, balsamic vinegar, 1/4 cup olive oil, basil, and garlic; let the tomato mixture sit for 15 to 30 minutes.

    Position an oven rack about 6 inches from the heat source and preheat the oven's broiler.

    Place the French bread slices on a large baking sheet; drizzle with 1/4 cup olive oil.

    Broil the bread under the preheated broiler until lightly browned, about 1 minute per side. Remove from the oven and spoon the tomato mixture onto the bread slices with a slotted spoon, letting extra liquid drain off. Sprinkle with mozzarella cheese.
