Heat olive oil in a small skillet over medium heat. Add the onion and the garlic; cook and stir until softened, about 5 minutes. Let cool briefly, about 5 minutes.

In a large bowl, combine the onion mixture, ground turkey, bread crumbs, egg, 1 tablespoon Worcestershire sauce, 1½ teaspoons parsley, allspice, and nutmeg; mix well. Shape the mixture into 1-inch meatballs; place them in the prepared baking dish.

Combine beef broth and flour in a jar with a tight-fitting lid; seal and shake vigorously until the flour dissolves. Pour the broth slurry into a large skillet over medium-high heat. Add 1 tablespoon Worcestershire sauce, 1½ teaspoons parsley, black pepper, and salt; bring to a boil, stirring frequently. Reduce heat to medium; simmer, stirring occasionally, until thickened, 2 to 3 minutes. Lower the heat to medium-low; stir in the sour cream.
