    Heat the oil in a large pot over medium-high heat. Cook the onion, garlic, and bay leaf in the hot oil until the onions turn translucent, about 5 minutes. Add the water, peas, barley, and salt; bring to a boil. Lower the heat to low and simmer for 2 hours, stirring occasionally.
