    While the potatoes are boiling, heat the oil in a large skillet. Cook the ground beef with the onion, red pepper, and garlic until the beef is evenly browned. Stir in the beef broth, ketchup, soy sauce, Worcestershire sauce, and curry powder. Bring to a boil, then simmer for 3 to 4 minutes. Mix the cornstarch with a little water to make a paste, then stir it into the skillet along with the tomatoes, peas, and carrots. Cook until thickened; season with salt and pepper. Spoon the mixture into a casserole dish.

    Preheat the oven on the broiler setting. Add the milk and butter to the cooked potatoes and whip until smooth and creamy. Spoon over the meat mixture. Sprinkle the top with the shredded cheese.
