- 1 Tablespoon (tbsp) dried parsley
- 1 Pinch black pepper, ground

- Cut the base off the fennel bulbs, then cut a cone shape into the bases to remove the cores. Slice the fennel bulbs vertically into 1/4-inch thick slices.
- Melt the butter in a heavy-bottomed stock pot over medium heat. Add the fennel and onion; cook for 2 minutes.
- Stir in the rice; cook for 2 minutes, stirring constantly, until the rice is lightly toasted.
- Stir in 1 cup of vegetable broth; continue stirring until the liquid is almost completely absorbed. Repeat this process with the remaining broth, stirring constantly. This should take about 15 to 20 minutes.

- Season with freshly ground black pepper. Divide the risotto among bowls and sprinkle with the remaining 3 tablespoons of Parmesan cheese.
