Whisk the flour, salt, and black pepper in a bowl. Press the chicken thighs into the seasoned flour to coat. Heat the vegetable oil in a skillet over medium heat; fry the coated chicken in the hot oil until golden brown, 5 to 8 minutes per side.

Place the potatoes, carrots, and cabbage in a large casserole dish and arrange the chicken thighs on top of the vegetables. Stir the beef stock, stout beer, and brown sugar together in a bowl. Mix the cornstarch and water in a separate small bowl; stir this into the beer mixture. Pour the beer mixture over the chicken and vegetables. Cover the casserole dish.
