    Whisk the oil, soy sauce, cumin, garlic, and pepper in a large glass or ceramic bowl. Add the tri-tip and the onion; toss to coat evenly. Cover the bowl with plastic wrap and marinate in the refrigerator for 2 hours, or up to 24 hours.

    Preheat the oven to 425 degrees F (220 degrees C). Remove the tri-tip mixture from the refrigerator and let it sit at room temperature while the oven preheats.

    Take the tri-tip out of the marinade and shake off the excess; place it on a rack in a shallow roasting pan. Remove the onions from the marinade and arrange them around the tri-tip. Discard any remaining marinade.
