    Pat the chickpeas dry with paper towels. Put the onions and the garlic into a food processor with a steel blade. Add the parsley, scallions, cilantro, cumin, salt, and red pepper flakes. Process until combined, 30 to 60 seconds, then add the chickpeas and pulse 2 to 3 times until just combined, not pureed. Sprinkle in the flour and baking powder, scrape down the sides of the bowl with a spatula, and pulse 2 to 3 times.

    Transfer the mixture to a bowl, cover, and refrigerate for 2 to 3 hours.

    Shape the falafel mixture into 12 balls; if the mixture is too sticky, dust your hands and work surface with some flour.

    Preheat an air fryer to 350 degrees F (175 degrees C) following the manufacturer's instructions. Spray the falafel with cooking spray.
