Pat the chickpeas dry with paper towels. Put the onions and the garlic into a food processor with a steel blade. Add the parsley, scallions, cilantro, cumin, salt, and red pepper flakes. Process until combined, 30 to 60 seconds, then add the chickpeas and pulse 2 to 3 times until just combined, not pureed. Sprinkle in the flour and baking powder, scrape down the sides of the bowl with a spatula, and pulse 2 to 3 times.
