    Brown the pieces of meat on all sides in a saucepan over medium heat. Add enough water to almost cover. Bring to a boil, then reduce the heat. Simmer until the meat is tender and easily falls apart; 2 to 3 hours.

    Transfer the meat to a large mixing bowl. Shred the meat slightly and season with salt and pepper to taste.

    Meanwhile, in another 2-quart saucepan over medium heat, pour in the beef broth and add the carrots and potatoes. Cook until almost tender; 15 to 20 minutes.
