    Position the oven rack about 6 inches below the heat source and preheat the broiler. Line a baking sheet with aluminum foil.

    Combine the ground beef, onion, green bell pepper, parsley, salt, paprika, garlic, black pepper, and thyme in a bowl; divide into 4 portions and form into patties. Place the patties on the prepared baking sheet. Lightly coat both sides of the patties with flour and brush them with oil.

    Broil in the preheated oven until the steaks are cooked through, 4 to 8 minutes per side. An instant-read thermometer inserted into the center should register at least 160 degrees F (70 degrees C).
