    Gather all ingredients. Line a 6-quart slow cooker with a disposable liner or coat it well with nonstick cooking spray.

    In a bowl, whisk together the milk and sour cream dip.

    Melt the butter in a small saucepan over medium heat. Whisk in the flour and 1/2 teaspoon salt, and cook, stirring constantly, for 1 minute. Stir in the milk mixture and bring to a boil over medium-high heat, whisking constantly. Reduce the heat to medium and simmer, whisking constantly, for about 1 minute.

    Take the pan off the heat and stir in the Cheddar cheese until melted, about 15 seconds.

    In a small bowl, mix together the Parmesan cheese, garlic powder, remaining 1/4 teaspoon salt, and pepper.

    Place half of the potatoes in an even layer on the bottom of the prepared slow cooker. Sprinkle with half of the Parmesan mixture. Add the onion and half of the cheese sauce on top. Layer the remaining potato slices in the slow cooker, sprinkle with the remaining Parmesan mixture, and pour the remaining cheese sauce over the potatoes.

    Cover the opening of the slow cooker completely with paper towels.

    Cover with the lid and cook on High until the potatoes are tender, 3 to 4 hours, replacing the paper towels once halfway through cooking. Serve topped with chives.
