    Prepare the ribs: Combine 2 1/2 quarts water, rice vinegar, onion, garlic, salt, five-spice powder, chili flakes, and bay leaves in a large pot. Bring to a boil; reduce the heat to low and simmer for 15 to 20 minutes.

    Add the ribs to the broth; bring back to a simmer, then lower the heat and cook for 1 hour.

    Preheat the oven to 375 degrees F (190 degrees C). Line a baking sheet with a silicone baking mat.
