    Melt the butter in a skillet over medium heat. Add the garlic and cook, stirring constantly, until fragrant, about 30 seconds. Stir in the tomato sauce and Sriracha and bring to a simmer. Stir in the water until smooth and combined.

    Stir in the pasta and cook over medium heat, stirring often, until the sauce thickens and the pasta is slightly firm, 16 to 18 minutes.

    Stir in the heavy cream and cook, stirring constantly, until the sauce coats the pasta, about 1 minute. Remove from the heat and stir in the Parmesan cheese until melted and creamy, about 1 minute. If it starts to get too thick, add more water, 1 tablespoon at a time, until the pasta reaches the desired consistency.
