    Use a fork to combine the flour and boiling water in a large bowl. Knead the mixture into a ball of dough. Cover the bowl with plastic wrap and let the dough rest for 30 to 60 minutes.

    Divide the dough evenly into 16 pieces. Roll each piece into a circle about 1/4 inch thick. Brush each circle with oil, season with salt and pepper, and sprinkle about 1 teaspoon of green onions over it. Roll it up like a cigar; coil each pancake and pinch the open ends together to make a disc. Roll each disc flat again to about 1/4 inch thick.
